Civic Trust There may be some good reason for refusing

the request of the formidable all-party dele- gation led by Duncan Sandys to Charles Pannell, Minister of Works, for a public inquiry into the development plan for the Whitehall area, but I confess I can't think of one. Certainly the one offered by Mr. Pannell won't wash. He was reported as saying that one does not hold an in- quiry into an inquiry. Really, Charles! Your government has done little else, as Mr. George Brown and Mr. Aubrey Jones could confirm.
