an " overt act " has occurred in the detention of the American Ambassador in Berlin by order of the German Government. Ho is to be held as a hostage till " guarantees have been given that Count Bernatoeff and the Germans on board the interned ships are allowed to leave America." This violation of the inviolability of Ambassadors sounds impossible even for the Kaiser, but the telegrams are precise.
