We have not space to follow them in detail, but we are glad to learn that the number of new merchant vessels which are being built Is "con- siderable." Mr. Boner Law said that, " whatever the ravages of submarines," it might be hoped that the fresh vessels would do something to replace, those lost, and that he did not fear starvation. Another point is that some of the best brains in the Navy and in Science are engaged in devising expedients for " discovering " the position of German submarines. Lord Carton stated that destroyers were being multiplied to act as screens for merchantmen, and that merchantmen will all be armed as quickly as possible. Moreover, neutral vessels will be conducted through specially protected lanes of safety. But people at home must accept restrictions " far' in excess of anything in the past."
