No doubt such a policy would be very _upsetting to

trade and would require a- great effort, but it is an effort that is well worth making. But, after all, what is the use of making suggestions of this kind ? Lord Devonport and the Government have not even the courage to atop the destruction of any percentage of barley and sugar now used in the manufacture of intoxicants fin two months hence. Even then they intend to allow seventy per cent. of tho present destruction to go on, unimpeded by any thought of food shortage.
