" Pertinax " repudiates with scorn all idea of France being asked to meet her debt obligations, and states categorically that France cannot modify her policy unless the United States and Great Britain (1) give a pledge that the sums due by the Reich will be paid regularly ; (2) guarantee France against aggression. That (1) and (2) are contradictory, since it is impossible to guarantee France against German attacks while she insists on exacting such sums as would enslave Germany economically, does not, of course, disturb this apostle of M. Clemenceau.
