The result of the debate on the Lausanne Treaty in

the Angora National Assembly is, on the whole, more promising than was expected. As we predicted last 'week, the Turks have not signed the Treaty as it stands, but they have put forward a series of counter-proposals which cannot be considered immoderate. They really amount to a demand for the full recognition of Turkey as a sovereign State, uncontrolled by financial or judicial capitulations. To grant this may seem difficult to diplomats brought up in the traditions of the last century, but the whole position has been altered by the Turkish revival. Trade will begin again as soon as any settle- ment is reached.
