The National makes a lively attack, in its "Episodes of the Month," on Mr. Baldwin and his colleagues who are alleged to have tried hard at Ottawa "to prevent any gain to England." It takes many opinions to make a world, but this is a very odd one. Mr. F. C. Banighen has an interesting article headed "Mexico Turns Conservative," but admits that the conversion is incomplete, especially in Vera Cruz.
