PROHIBITION IN AMERICA

SIR,--T have read in the Spectator of March 14th Mr. Lari- more's letter about Mr. Julian Huxley's article on " American Prohibition." Mr. Larimore does not say, as he might, that Prohibition here can be modified at any time by a simple act. of Congress amending or repealing the Volstead Act which provides for enforcement of the 18th •Amendment. it is the Volstead Act that defines as intoxicating any beverage that contains more than one half of one per cent. of alcohol. Congress has power--so says the Supreme Court—to define intoxicants as it will, and may permit a much higher pro- portion of alcohol in lawful drinks, whenever it sees fit.–"--
