The Frankfort Journal asserts that Spain has ceded the island

of Cuba to England. This is not true ; but we should not be sur- prised at the confirmation of a rumour mentioned in the last papers received from New York, that intrigues were on foot in that wealthy and populous island to receive Don CARLOS as King. The Go- vernor is suspected of treachery to the Queen of Spain. Whoever reigns in Cuba, must be but a nominal sovereign : the smug- gling, buccaneering slaveholders, who have parcelled out the island among themselves, will not submit to restraint or to any but the lightest taxation; and for this reason, they maintain nomi- nally their allegiance to the distant and impotent Government at Madrid.
