The Great Western steam-ship arrived at Liverpool this morning, with

New York papers to the 25th June. She brings home the ratification of the treaty respecting the Oregon territory, which has been signed by Mr. Buchanan and Mr. Pakenham. The papers profess to give an abstract of the five articles which constitute the treaty; and according to that abstract, the free navigation of the Columbia river is only reserved " to the Hudson's Bay Company during the continuance of its charter."

Advises from Rio del Norte, to the 9th of June, represent the Mexican and American Generals as still in an attitude of passive vigilance. General Arista had offered an armistice; to which General Taylor replied, that he would meet the other at Monterey. There was some sickness among the soldiers at Point Isabel. A newspaper had been started in Matamoras, to promote the " independence " of the Northern departments of the republic of Mexico.
