LODGER FRANCHISE.

[TO THE EDITOR OF THE "SPECTATOR."] Srar—The question is often asked, bow will it be possible to define a lodger franchise? Will you kindly permit me to make a simple suggestion in reply to this query, viz., that every lodger apply- ing to have his name entered in the Register of Voters, should pro- duce a stamped receipt in full by his landlord or his agent for all rent paid during the preceding six months? The landlord to be compelled to give the receipt on application by his tenant, pro- vided there were no arrears of rent remaining unpaid. .The same principle may be applied with advantage to the registration of voters under household suffrage, which will before long form the basis of the Borough franchise.—I am, Sir, &c.
