The Daily Mail of last Saturday quoted French and Spanish

newspapers as saying that in regard to the Franco- Spanish boundary dispute in Morocco both Governments were awaiting a proposal from Groat Britain. This statement was described by the Daily .Mail as incorrect. The Spanish, at all events, remain in possession of Larache and Alcazals pleading in justification a secret treaty with France. VT sincerely hope that though Sir Edward Grey has not so far persuaded the disputants to agree they will recognize thrt the success of the French protectorate waits upon Prance-Spanish harmony. Spanish ambitions in Morocco are too ancient and too keenly felt for them to be ignored. We trust that France will be generous. She can afford to 1c so bettor than to insist on a punctilio. The warnings, such as the risings of tribesmen and the threatened abdication of the Sultan, are plain that delay is risky.
