We have analyzed his speech elsewhere, and need only here remark that the chief attraction to the Prussian Liberals of the measure seems to be that the Imperial treasure is not to be• accumulated till the Prussian war-treasure is given up, so that they hope the popular party in Prussia may gain a financial con- trol over the local Prussian Army, at the expense of that which the• people of that Empire lose over the Imperial Army. As the Prus- sian Army is, however, the pith of the Imperial Army, we should fear the gain will be ideal, and not real,—a gain only to those who can feel a certain satisfaction that it is not qua Prussian troops, but qud Imperial troops, that they are mobilized without the consent of the people. The Liberal Opposition was not even strong enough to divide the Chamber.
