In reply to the Allies' demand that the German troops

should evacuate the Baltic Provinces forthwith, the German Govern- ment declared that the troops would not obey their orders to return. General von der Goltz had been superseded, and his successor would try to restore discipline. The Allies' Supreme Council on Tuesday declined to accept these familiar excuses, and ordered that the supply of food and raw materials to Germany should cease until the troops were brought home from the Baltic countries. It is notorious that General von der Goltz has been drawing supplies and reinforcements from Germany while his Government have been pretending to disavow him. If the Allies were to let themselves be flouted by Germany in the Baltic Provinces, the Peace Treaty, so far as it concerns Eastern Europe, would become waste-paper.
