FRANCE'S CONSTITUTION "

Snt,—In his article on the new French constitution Mr. Carr says that no attention has been given to " the crucial question of the dissolution of a chamber in conflict with the Government." But in the Constituent Assembly's Constitutional Committee's draft, published in The Times on January 4th, it was proposed that the Chamber should be auto- matically dissolved when it had overthrown two governments.
