It seems to me perfectly clear that if President Kennedy's

'true course of history' is indeed to be realised, the US Administration will have to take its courage into both hands and offer to put some genuine political content into the con- cept of the Atlantic Community. It is on Ameri- can public opinion, not on European, that the big job has fo be done in the next few years. Failing that, and nobody at Koenigswinter who took the trouble to listen to the words of others as well as his own can be in the slightest doubt about it, the outlook for Europe and the whole Western world is remarkably unpleasant. And this is why the final effect of the conference was any- thing but depressing. It may be alarming but it is also exhilarating to know what the real score is, And, considering the speed of the game these days, there isn't much time left.
