The insuivection in Portugal has put on a formidable front.

The people generally regard the attempt to restore Dan Pispao's Charter with indifference; but the regular army, for want of something to do, has resolved to overturn the existing constitution and restore that charter. The Marquis of SALOANHAL has left Lisbon, to join the troops. The only defence of Lisbon is the national militia; and there is a general expectation that on the appearance of the insurgent army, the gates will be thrown open, and a new order of things set on foot. The Government is in the greatest distress for want of money.
