On Monday, the Council of the League of Nations met,
at Geneva for critically important business. The Mosul controversy has to be settled and there is also the vital problem of disarmament. But before we come to these matters let us congratulate the League on its really remarkable promptitude in presenting the Report on the Greco-Bulgarian 'Conflict. That incident has become much More important than the mere facts would warrant because the form of the settlement will become a prece- dent for such affairs. The Greek and Bulgarian repre- sentatives on Monday offered their comments on the -Report of Sir Horace Rumbold, the Chairman of the Commission of Inquiry; and- the discussion was rightly adjourned because as the jurisprudence of the League is now in process of being built up, it is essential that there should be due consideration.
