Turning to China, Mr. MacDonald admitted that the British troops

which were being sent out were going merely as policemen, but that, he said, was a distinction which would not be apparent to the Chinese. In these cir- cumstances he thought the best policy would be to make Shanghai a neutral zone and to secure Mr. Chen's signature to a settlement in return for the promise that our troops should not be landed.
