Against that judgment, we have the repeated statement of Pharos. The Belgian Senator does at least speak with the knowledge of the Belgian Government delegation in Moscow in the last week of October last year, when Moscow students were copying out BBC Russian broadcasts and sticking them up on Moscow university notice boards.— Yours faithfully,
