The Works of James Buchanan. Vol. X. (J. B. Lippincott

Company. 12 vols., £12 12s.)—This volume contains the corre- spondence, &c., of Mr. Buchanan from January 4th, 1856, to August 2nd, 1860. He was inaugurated as President on March 4th, 1857. The documents from this time become more important historically, if not more interesting. On March 27th, 1858, ho writes to Lord Clarendon, who had gone out of office with Lord Palmerston. " You must rise again," he says. He apologises for delay, but he goes on : "I have now scarcely time to say my prayers."
