him to give women the Parliamentary vote he age of twenty-one in fulfilment of the Government's ge. Mr. Baldwin, according to unofficial accounts, that he had never heard the case so well stated or st) many points of view, and he promised to make mouneement on the subject before Easter. He added if a Bill giving women equal franchise with men were Passed by next June it ought not to be inferred that en would be disqualified from voting if there were eetion in 1928. He meant, of course, that a special tration Bill could be passed. It is improbable, ever, that there will be a General Election before We hope- that Mr.- Baldwin will give the women rourable answer before Easter. Even from the point of those who feel sensitive about electoral fiess, Iit seems that the franchise has now gone so hat to make-it-universal would produce little change tIC present intellectual values. One class of " ignorant " votes neutralizes some other class of " ignorant " votes: The truth seems to be that the wider the franchise the more important does personal leadership- become.
