The course of procedure on the Reform Bill will, in

all proba- bility, be to combine the Franchise and the Redistribution of Seats Bills into a single Bill in Committee. Mr. Gladstone left it very much to the House to decide what coarse of procedure it might prefer, for which uncertainty of purpose he was unmerci- fully assailed by Mr. Disraeli and Sir Hugh Cairns, who were pro- bably not a little chagrined that the new Bill is so conservative, and so little likely to disgust their own party.
