Just one more reflection on the Kenya problem. Those persons

who consider that the ideal Empire should grant equal. citizenship to whites and Indians alike and the right of settlement in alien lands should think over this problem. These little islands of ours on the western confines of Europe have won their right to bear their share of the " white man's burden " by three and a half centuries of achievement and discovery. While the white man may, in certain cases, have carried on his mission, in darkest Africa and elsewhere, equipped with a Bible in one pocket and a bottle of gin in the other, yet on the whole no one can deny the great benefits that he has conferred on the territories opened up by him.
