When Parliament reassembled on Tuesday state- ments upon the Commission

were made in both Houses. The members of the Commission will be Sir John. Simon (Chairman), Lord Strathcona, Lord Burnham, Mr. Edward Cadogan, Colonel Lane-Fox, Mr. Stephen Walsh and Major Attlee. It may be remarked here that these names; owing to a breach of confidence in India, had been published in advance. This was a highly incorrect pro- ceeding, as the composition of a Parliamentary Com- mission is by established custom made in the first instance to Parliament itself. In this country the names of the Commissioners had been known to a great many people for several weeks, but the secret was honourably kept. It was proved repeatedly during the War that when State secrets are communicated confidentially to news- papers they are safe. The reason is that an editor who is made a confidant is effectually muzzled. He would not dare to Make a revelation if only for the simple reason that he would bring himself and his profession into contempt. * * * *
