The following scrap of a letter from Madrid conveys the

spirit of the news down to the 4th instant-

" All is conjecture as to the new Cortes, but you may be certain that Minis- ters will not have a majority. Martinez de la Rosa in better circumstances cofild do no good. What can he expected from him at a critical period like the present? Narvaez is the soul of the Ministry, but his influence is fast losing ground.
