What is Contraband of War, and What is Not. By

(Butterworths.)—Mr. Mosely has undertaken, in this small volume, to give us, in a clear and intelligible form, a summary of the existing state of that portion of international law which relates to contraband of war. The conclusions at which he has arrived are in the main identical with those put forward by " Historicus " in his well- known letters. He appears to have performed his task with care and accuracy, and those who wish to acquire, with as little trouble as possible, a sufficient knowledge of this very interesting subject, can hardly do so better than by looking through his unpretending book.
