Something very like the maximum of press-restriction has been attained

in Austria. The military governor of Vienna has forbidden the newspapers to notify any arrests that may be made, or publish the names of persons arrested, because " this interferes with judicial proceedings." It would not be easy to go much further with- out suppressing newspapers altogether. Mark the close affinity between the policy of the elder despotic Sovereigns and that of the youngest member of the family, the incipient Emperor of France, so recently adopted into the holy brotherhood.
