The result of the German Elections has been variously interpreted.

It is agreed that in the welter of German parties, two blocs emerged with some definiteness : a right-wing bloc, which fought under the old black, white and red flag, was definitely monarchist, hostile to the Dawes Report, and intransigent to the Versailles Treaty ; and a left-wing bloc, which fought under the new black, white and gold flag, was strongly Republican, favourable to the Dawes Report, and advocated a general policy of Fulfilment and Conciliation with the rest of Europe.
