Spain, Poland and Brazil are said to be demanding that if Germany joins the Council they also should become permanent members. - We see it suggested in - the Manchester Guardian that France is backing the appeal of Spain in order that Poland may be able to say that, her right is quite as good. ' It is unnecessary to point out the great convenience it would be to France, from the point of view of her special policy, to have Poland on the Council. We cannot believe, however, that the British Government has encouraged France in this matter, and there is, o' course, no evidence whatever that it has done so. It. is true that the Council will have to be appreciably larger some day, but the demands of Spajn and Poland for immediate admission have an ad hoc lot. which should in itself be a warning that caution 14 - necessary. . _
