The educated Indians are warned that " fiery agitation " or appeals to -race-hatred will only assist the small Anarchist party and jeopardize the new experiment. The proposals of the Indian National -Congress and the Moslem League are condemned as repro- ducing the worst features of the scheme of Lord Morley and Lord Minto, in conferring negative power without responsibility.
