There is still nothing definite to report as to the

course of events in the Transvaal. That is, President Kruger has as yet shown no signs of listening to reason on the franchise question. It is rumoured, however, that Sir Alfred Milner is to meet President Kruger at Bloemfontein (the capital of the Orange Free State), and there to discuss with him the various points at issue. If this meeting takes place, which we hope it may, we trust that whatever other compromises are agreed to, the grant of the full franchise to the Outlanders will be insisted on as an essential point. Unless that is settled nothing is settled, and the affairs of the Transvaal must continue a con- stant source of trouble and unrest. The rights of the Outlanders in this respect cannot be " traded off" against financial concessions to the capitalists.
