miners as satisfactory, and on Friday, November 5th, negotiations were reopened between the Coal Committee of the Cabinet and the Executive of the Federation. " District agreements in accordance with national principles " was the basis of the dis- cussions. The T.U.C. mediators were not present, but they were standing by in case their help should again be needed. Last Saturday night enough progri.ss • had been made for the Government to send to both the Owners and the miners proposals which might yield a

settlement.
