In a leading article we have described the political events

in Germany which have enabled Dr. Stresemann to reconstruct his Cabinet. Only one fact need be added here. The German Government have offered to co- operate with France in restoring the Ruhr, and France has refused. M. Poineare prefers to deal with the inhabitants of -the Ruhr as though the German Govern- ment had nothing whatever to do with the matter. Meanwhile the _negotiations with the Rhenish indus- trialists continue, and may mean the introduction into the Franco-German problem of cosmopolitan financial motives of which no one -can yet foresee the nature or the strength. * *
