Whether Conscription in any form would be required in the future would depend upon the terms of Peace. The existence of great conscript armies on the Continent provoked the war. The Government would propose at the Peace Conference the abolition of those largo armies which, unlike the British Army, were organized for the offensive. As for the British Navy, it was a defensive weapon, "and that is why we do not mean to give it up." Mr. Lloyd George added also that we should demand the whole cost of the war from Germany, ind that the Government were advised that Germany could pay the bill.
