Mr. Kellogg never doubted that American membership of the Court

was an essential part of the machinery which must be attached to his Peace Pact, and President Hoover has, of course, taken the same view. At last a compromise was framed which provided that if the Court was called upon to express an opinion on American policy after the failure of direct negotiations America could resign. Mr. Stimson, just before the signature of the Statutes, announced that this compromise " finally removed " American objections. It must not be supposed that even when the Senate ratifies the protocol the United States will be any more inclined to join the League or to approve of the League's system of sanctions.
