An important meeting of the Council of the Second or

" Amsterdam " International Federation of Trade Unions took place at the end of last week. The British delegation, fresh from its visit to Russia, moved a resolution urging the summoning of an unconditional conference to meet the Russian Trade Unions, which are, of course, not at present affiliated to the Second International but are a part of the so-called " Red " International of Labour Unions. This resolution was rejected and one wag substituted by which the Russian Trade Unions are invited to apply for membership to the Amsterdam International, when a conference will consider the terms for their admission. But it is very unlikely that this invitation will be accepted, since, as Mr. Fred Bromley pointed out, it is to discuss this very question of whether the Russian Trade Unions are to join the Second "International that the conference is needed. Therefore the present condition of the two competing Labour Internationals is likely to continue.
