In the House of Commons on Wednesday Sir Austen Chamberlain

said that his " delay " in sending a reply to Mr. Kellogg's last Note on the Peace Pact was due to the need for " careful consideration " and was not attributable to the French Government. As Sir Austen claims responsibility it seems that he alone can be blamed. We think the delay lamentable. It takes the fine edge off the British consent, which had already been given cordially in principle, and reveals a misunderstanding of the whole American way of thinking.
