Senator Knox on Tuesday asked the American Senate to adopt

a resolution, the main effect of which would be to separate the League of Nations Covenant from the Peace Treaty. The resolution declared "that no Treaty will be acceptable to the United States Senate which in effect amends the Constitution of the United States." The resolution, which was referred to the Foreign Relations Committee, is said to be an official warning from the Republican majority that the Senate will not ratify the Peace Treaty in its present form. Inasmuch as President Wilson is the chief advocate of the League of Nations, and as It is due to his insistence that the Covenant stands at the head of the Peace Treaty, the issue between him and the hostile majority in the Senate is fairly joined.
