Eustace Percy from the back benches to the Cabinet. What the Government has always lacked is a Minister with the leisure and ability to look ahead. Immersed as the Cabinet must be in the administrative problems of their departments they have had no time to produce a Con- structive programme for the next election. No man in the House of Commons could do that for them better than Lord Eustace. He has wide social sympathies and just the mental equipment required to embody them in concrete proposals.
