SIR,—In his letter to The Spectator Mr. Shackleton Bailey referred

to the announcement that the abolition of the School Certificate Examina- tion was " now a fait accompli." The Ministry's Circular of May 16th (Circular to3) dealt both with the School Certificate Examination and the Higher Certificate Examination. The Minister has definitely decided to accept the recommendations of the Norwood Committee in respect of the latter ; it will be discontinued in its present form and divided into two parts, one designed to select candidates for University and other scholarships, and the other to enable pupils to secure University Entrance and other professional examinations. On the School Certificate Examina- tion, however, the Minister has reserved judgement until the whole situation has been examined in further detail by the newly-constituted Secondary School Examinations Council.—Yours faithfully,
