The new Bill to enfranchise public meetings has been laid

before the French Chamber. It authorizes public meetings, if held under cover, if limited to a definite subject, if attended by an official "in his insignia," if dissolved when the official pleases, and if all who attend—should the meeting be for an election— previously register their names. Even this Bill is too liberal for the majority, who see that it will allow communal meetings to select Opposition candidates.
