in a new edition with an additional chapter by Major Martin Hume dealing with the period 1891-1908. This chapter, the work of a thoroughly competent and dispassionate observer who has made good his right to speak, is well worth studying. A country is not bound to prosper, however much you may depress the aristocratic element and exalt the professional politician.
