inexcusable barbarism—so irritated that the occurrence may yet displace the Ministry. Only one member has yet raised his voice in its defence, and he, Mr. Walter Morrison, member for Plymouth, can only call it " an accident." Accidents do not go on in the same direction for forty-eight con- secutive hours.
