From Sir David Nicholas, CBE Sir: I walked down Piccadilly the other after- noon afternoon at about 3 p.m. The litter bins were full to overflowing. In a doorway near the Royal Academy an overnight sleep- er had set up a veritable campsite — with filthy sleeping bag, a full-size camp bed and other possessions scattered all around. The gutters were awash with rubbish.

Throughout the West End there were big yellow signs announcing roadworks and apol- ogising for inconvenience caused (with the word inconvenience misspelt). There were several of these signs. Are there literate per- sons in Westminster City Council who could check the spelling before prominent signs are erected around the West End?

It was a depressing sight for a capital city. had an impression of indifference, incompe- tence and Third World squalor. What a shame.
