THE UNITED NATIONS CHARTER

Sus,—The League of Nations Covenant was part of the Treaty of Versailles. By the Treaty of Peace Act, 1919, the Crown was given power to make such Orders in Council as might be necessary to carry out the provisions of the Treaty and, consequently, when economic sanctions were imposed against Italy during the Italian-Abyssinian War they were legally valid because they were made by Order in Council under this Act. The Crown has not, however, at present got similar powers to carry out the United Nations Charter and presumably it will be necessary to pass a special Act of Parliament for this purpose. I suggest that the late Arthur Henderson's Peace Bill would be a useful precedent and that the United Nations Charter should be scheduled to the Bill.
