Ws-are very glad-to be able to inform our readers that we-have received permission to reprint themoble Address by Mr. Lansing- whisk was, published in the Spectator of September 17th last: The Address was originally delivered by the • American Secretary of State to the Reserve Officers' Training .Corps at Madison Bar- racks, New- York. It is a treasure-house of lofty and inspiring thought. As we said at the time; we do not suppose- that the officers of any army, in any country; at any period in history, took up arms with higher moral credentials than are-provided in Mr. Lansing's Address.
