Perhaps the real truth is that the Labour leaders do

not, as they might say, " believe a word the Government say." But surely if that is the motive of the Labour refusal, it would be much more helpful if the Labour leaders would admit it. Mr. Henderson has preferred to take a line of argument which has an appearance of precision, but which when it is examined proves to be absolute nonsense, being in flat contradiction of Mr. Hen- derson's own statements. The effect of the Labour manoeuvres, we fear, will be not merely to increase unemployment, but to increase active discontent and disaffection. This is almost bound to be so when Labour leaders are in the position of saying to the unemployed : " What you ought to have is full-time pay and nothing to do. That is what we have been trying to get out of the Government for you."
