Last Sunday the. triennial elections for a third of the

French Senate were held. The result was that the seats held by the Left—various denominations of Socialists and Communists—were increased from 2 to .16. As tin Senate as a-body is solidly—and one might say stolidly— Conservative in character the slightly increased strength of the Left will make little difference. Moreover, Euelt success as the Socialists and Communists haVe had is less real than it looks, for it had been arranged in advance that these groups of the Left, which have little permanent common ground, .should combine for the second ballot -if they failed at the first. A beginning, however, has been made with the rebuilding of the Cartel. It is hoped that 'by the next General Elections the Cartel will be strong enough to smash M. Poincares and M. Briand's policy of union rationale.
