On Monday President Coolidge, in a special Message to Congress,

confirmed the belief that he is committed to a forward policy in Nicaragua. He denied that he had any wish to intervene in the political affairs of Nicaragua or any other country of Centra America, but he found it impossible to look on passively at revolutionary move- ments. His predecessors had always protected American interests and lives in the Latin Republics and lie was determined to follow their example. He had conclusive evidence that large quantities of munitions had been sent from Mexico to the revolutionaries in Nicaragua.
